PATNA: Trafficking of women and children has assumed status of an organised crime in the state and has grabbed the attention of the sate government in a major way. Poverty, illiteracy, lack of livelihood options, natural or man-made disasters are some of the factors that have rendered persons vulnerable to trafficking. Bihar government is highly concerned with cross-border trafficking specially for commercial sexual exploitation.

In one of the meetings organised between the state's social welfare department and the NGOs working specially in border areas, it was highlighted that it is difficult to estimate the magnitude of trafficking due to the clandestine nature of the crime. The stigma attached to prostitution makes it even more difficult to collect the authentic numbers. Still, rough figure puts the total number at 3 million in the country.

State cabinet approved a comprehensive plan to tackle the issue of trafficking in the state, titled 'Astitva'. Approved in 2008, it is a plan mainly being implemented through NGOs.
